American legislators have already presented hundreds of bills on AI in 2025
Just over two months after 2025, tThe number of AI invoices pending in the United States increased to 781According to an online monitoring tool.
The tool, maintained by the Consulting Firm Multistate, shows that the number of American invoices pending relating to AI now exceeds the total number of AI invoices offered in all 2024 (743). In 2023, state and federal legislators proposed less than 200 bills linked to AI.
Only 66 days in 2025 and the number of artificial intelligence invoices pending in the United States officially exceeds the total of 2024.

Legislative chaos can be largely attributed to inaction at the federal level. Until now, Congress has struggled to adopt a complete framework of AI comparable to bills such as the EU AI Act.
The Trump administration has not shown an appetite for AI AI governance. At the end of January, Trump signed an executive decree ordering federal agencies to promote the development of AI “free of ideological biases” which promotes “human development, economic competitiveness and national security”. But Trump has not yet approved great legislation on Congress AI.
